Bexar County Emissions Testing Starts Sunday: Gasoline Vehicles 2 to 24 Years Old Must Pass Before Registration Renews
From November 1, Bexar County joins Texas's emissions-inspection program — a gasoline vehicle 2 to 24 model years old that has not passed its emissions test cannot renew its registration.

A new step enters the registration line for every Bexar County driver on Sunday. Enhanced vehicle emissions inspections begin in Bexar County on November 1, 2026, according to the Texas Commission on Environmental Quality's program overview, read in full this cycle — and from that date, motorists with vehicles registered in Bexar County will not be eligible to renew their annual registration if the vehicle has not passed its annual emissions inspection or complied with the program's requirements. The program is operated by the Texas Department of Public Safety in conjunction with TCEQ to meet federal air quality standards, the overview said.
The test's reach is specific. Gasoline vehicles from 2 through 24 model years old are inspected annually, beginning with the vehicle's second anniversary, TCEQ's quick facts state. Not required to inspect: electric vehicles, diesel vehicles, motorcycles and mopeds. Vehicles must pass the emissions inspection before receiving a passing inspection report, which is required to renew registration and obtain the sticker. The DPS price for the Bexar County test is $18.50, the department's notice said. Waivers and time extensions are available for eligible owners, and a renewal notice stamped 'TCEQ - EMISSIONS PRGM NON-COMPLIANCE' cannot be renewed until the issue is resolved, TCEQ said, with a registration-denial hotline at 1-888-295-0141.
Bexar is the last big Texas county to join: enhanced inspections began in the Dallas-Fort Worth and Houston counties in 2002-03, in Travis and Williamson in 2005, and in El Paso in 2007, TCEQ's history shows. The change is separate from the safety inspection most drivers remember — Texas eliminated comprehensive safety inspections for non-commercial vehicles on January 1, 2025, under House Bill 3297, DPS noted, while emissions tests in emissions counties remained. No test is due until a vehicle's registration renewal arrives; Sunday changes what that renewal requires.
